The Indian govt just announced that they have achieved about 2.33GW of grid-interactive renewable energy during 2009-10.
That's 1.565GW from wind, 305MW from small (up to 25MW) hydro power installations, 295MW of cogeneration-bagasse and 153MW from biomass power (agro residues). About 4.7MW of "waste-to-energy" processes were also added.

And guess how much solar power was added? A mere 8MW. That target of 20GW solar power by 2020 is looking increasingly elusive at this pace...

I believe first of all we need to have the state governments put a "credit" system in place for individuals to make investments in solar farms. Availablilty of stable grid and timely payment for the energy supplied will facilitate solar power generation.
